Dick Grayson can’t catch a break. He listens to Pre-52 Superman to move to Bludhaven, runs into several former villains now calling themselves the Run-Offs after seeking to reform their lives and worst-of-all, becomes the poster boy for his new dwelling.
What makes things more complicated is that the cops don’t believe the Run-Offs are innocent and Nightwing does. What adds to the confusion is that a former group member, The Orca has joined up with the the Whale’s End Boys, the most dangerous gang in the city.
Now as they pursue Carter Forsyth, the thieving politician seeking refuge from his crimes only to be picked up another Gotham villain looking to take over a bat free city!

The Verdict
Seeley and To are a creative dynamo that make two weeks too long of a wait for the next issue of Nightwing.
